GENERAL QUESTIONS

What is Certified Offer Service PLUS?
Certified Offer Service® PLUS is a unique service provided by Network Solutions that lets you try to buy an already registered domain name ending .com, .net, .org, .biz, .info, .us and .us.com extensions. This service is provided for domain offers over $25,000 USD. Network Solutions' domain name experts will negotiate on your behalf with the Seller via phone to acquire the domain name. The Buyer remains anonymous throughout the process.

Why is the offer period limited to 14 days?
The offer is limited to 14 days so the Buyer can quickly determine whether the domain name can be purchased. Through Certified Offer Service PLUS, the Buyer agrees to keep the offer valid for a period of 14 days. The Seller may respond at any time during this period.

Can the Buyer or Seller make a counter offer?
The Seller can respond to the Buyer's offer by accepting, rejecting or proposing a counter offer. The Buyer then has the opportunity to accept, reject or propose their own counter offer. The Seller then has one last chance to accept, reject or propose a counter offer. The Buyer can either accept or reject the Seller's final counter offer.This process encourages serious offers and enables a buyer to find out quickly whether a desired domain name may be obtained.

What is the Value Assessment?
Network Solutions exclusive Free Value Assessment can help Buyers determine an offer price. The value assessment uses a proprietary rating system to provide an estimated market value range based on different criteria such as Traffic Ranking, Word Relevance, Domain Name Length, Live Website, and Domain Extension. The value assessment is intended as a helpful service only. The value of a domain name depends on many factors and is unique to each person. You may have to offer more than the assessed value to get the Seller to sell the domain name. Network Solutions does not control the Seller's decision to sell and we cannot guarantee that any offer will be accepted.

BUYER'S QUESTIONS

Can I revoke my offer?
No, under the terms of the Certified Offer Service PLUS, you agree that your offer is binding and that the offer will not be revoked.

How will I know the status of my offer?
Once you place your offer, a Network Solutions® Consultant will contact you to confirm the offer amount and explain how the process will work. You will receive an update from your assigned Network Solutions agent once they have contacted the Seller via phone. You will be notified immediately if your offer is accepted, rejected or if there is a counter offer.

What happens when my offer is accepted?
When an offer is accepted you will be notified via e-mail. Your credit card or Partner account will be charged the entire amount of the accepted offer plus a 5% transaction fee. Network Solutions will begin the process of transferring the domain name into your Network Solutions account which was created at the time you submitted the certified offer. For Retail customers only, once the transfer is completed you will be provided the User Id along with a password reset link. Both the User ID and the password reset link will be sent to the email address you specified during the purchase flow .

As part of the Certified Offer Service, the existing domain name registration is transferred to you and 1 free year is added to the end of the existing domain name registration term so long as it does not exceed 10 years.

What is the 5% transaction fee for?
For all successful Certified Offer Service PLUS transactions, Network Solutions will charge the Buyer a 5% transaction fee and the Seller a 5% transaction fee based on the final offer price agreed upon by both parties. The transaction fee is essentially Network Solutions payment for the negotiation and processing service provided.

How long does it take to get a domain name once an offer has been accepted?
Network Solutions will begin the process of transferring the domain name into your Network Solutions account which was created at the time you submitted the certified offer. The transfer process may take up to 14-days once the offer has been accepted. 

Can I pay the accepted offer amount and 5% transaction fee using another payment method?
If you are not a partner, we can only accept wire transfer for Certified Offer Service PLUS offers. If you are a partner, your Partner account will be charged the entire amount of the accepted offer plus a 5% transaction fee.

What if my credit limit on my Partner account doesn't have enough available credit?
You can either login to your Partner Portal and make a credit card payment or send Network Solutions® a wire transfer or check payment to be posted to your account for the entire offer amount or for the amount needed that is not covered by your available credit. You can also email businessaccount@web.com to request a review on your account for a possible credit limit increase. If an offer is accepted, the entire accepted offer amount plus a 5% transaction fee will be charged all at once to your Partner account. No monthly payments are accepted.

After the offer is accepted, can I transfer the domain to another Registrar?
Because Network Solutions must be able to facilitate the transfer of the domain name as part of the Certified Offer Service, Network Solutions will transfer the domain name into a new account using the information used when the certified offer was submitted or into the specified Partner Customer account. For non Partners only, once the transfer is completed you will be provided the User Id along with a password reset link. Both the User ID and the password reset link will be sent to the email address you specified during the purchase flow. Transfers may not be permitted for a period of 60 days following the completed transaction process.

Can you transfer the domain into an account I already have with Network Solutions?
Yes.  When an offer is accepted and funds have been charged on your credit card or to your Partner account, the domain name will be moved to the Network Solutions account that was created or specified when you placed your offer. You may move the name to another account after receiving confirmation of the transfer from Network Solution.

What if the Seller does not respond to the Offer within 14 days?
If the Seller does not respond to the offer within 14 days, the offer will expire and be closed. Once we have contacted the Seller to present the offer, the Seller is allowed 14 days to respond. We will make every effort to contact the Seller prior to the expiration date to ensure that they respond to the offer within the specified time-frame.

SELLER'S QUESTIONS

Do I have to pay anything to Network Solutions to sell my domain name?
Yes.  After the offer is accepted, payment is secured, and the domain name has been successfully transferred to an account within Network Solutions, you will be paid by Network Solutions for the accepted offer amount less a 5% transaction fee. This transaction fee is Network Solutions payment for the negotiation process and supervision of the transfer process.

How do I check on the status of an offer I made to the Buyer?
We will contact you immediately if there is an acceptance, rejection, or a counter offer made to your offer. Also, you can contact the Certified Offer Service PLUS Consultants by email or by phone to get the latest status on your offer. Keep in mind, that the Buyer has up to 14 days to respond to your counter offer.

Why do I have to remove WHOIS privacy service?
If you have registered the domain name using any type of WHOIS privacy service, your contact information listed in WHOIS is not viewable in WHOIS or may be listed differently than your personal information. It is important to remove the WHOIS privacy service so that Network Solutions can issue funds payable to the correct person or organization. Payment can only be sent via wire transfer to the name or organization listed in WHOIS. The WHOIS information should match the information you provided us in the Seller Offer Acceptance Form. Once an offer has been accepted, the Seller has 3 business days to remove any WHOIS privacy service and to update any incorrect domain name registrant information.

Where do you send my money and when do I get the check?
After payment from the Buyer has been received and the domain name is successfully transferred into the Buyer's account, Network Solutions will wire transfer payment to you based on the information you provided us in the Seller Offer Acceptance form when you accepted the offer electronically. It is important you remove any WHOIS privacy service on the domain name and update the registrant's contact information so that the funds can be sent to the correct person or organization.

What if I want payment made to someone other than the domain name registrant listed in WHOIS?
For security purposes we can only make payments to the domain name registrant listed in WHOIS. This is for the Seller's and the Buyer's protection.

What if my contact information in WHOIS was incorrect at the time of sale?
After an offer has been accepted you have 3 business days after the date of sale to update your WHOIS information and remove any WHOIS privacy service on the domain name. The WHOIS information must match the contact information you provided on the Seller Offer Acceptance Form that you filled in when you accepted the offer and provided the wire transfer information.

Can I receive my money by check or other method?
We can only issue payment for Certified Offer Service PLUS offers via wire transfer.

DOMAIN NAME TRANSFER QUESTIONS

How does the transfer process work?
Domains acquired through the Certified Offer Service follow the same transfer process used for any other domain name; however, in addition to the normal transfer process, Sellers must remove any WHOIS privacy service on the domain so that checks can be issued and sent to the correct individuals.

How does the free transfer and additional year work?
As part of Certified Offer Service PLUS, the domain name transfer is free. The existing domain name registration term on the domain will transfer to you and 1 free year is added to the end of the registration term so long as it does not exceed 10 years.

What is the transfer process for the buyer?
After an offer is accepted and the funds have been received from the buyer, the process for transferring the domain name to the buyer will begin. Once the transfer is completed the domain name will be moved to the account that was created when the offer was submitted.

The transfer process usually takes up to 14 days after the offer has been accepted.

What is the transfer process for the seller?

Seller's Domain Name is Registered with Network Solutions

  • The Seller should ensure their WHOIS information is up to date so payment can be sent to the correct person or organization. The Seller has 3 business days after the date of sale to update the WHOIS information.
  • After all required steps have been completed by the Buyer and Seller, Network Solutions will transfer the domain name to the Buyer.

Seller's Domain Name is Registered with Another Registrar

  • So that the funds can be sent to the appropriate individual or organization, the Seller has 3 business days after date of sale to remove any type of WHOIS privacy service on the domain name.
  • The domain name registration must be in a currently paid status and not have any other transfer restrictions on it.
  • The Seller should ensure the WHOIS information for the domain name is up to date. The Seller has 3 business days after the date of sale to update the WHOIS information.
  • The Seller should remove any features that prevent the transfer of the domain name, such as a domain lock feature.
  • In order to protect the identity of the Buyer and until a Network Solutions account can be established for the Buyer, Network Solutions will initiate transfer of the domain name into an account at Network Solutions in the Seller's name. A transfer request email is sent to the Seller. The Seller must approve the domain name transfer authorization email that lists the Seller as the Registrant and lists Network Solutions as the Registrar.
  • For domains ending in .biz, .us, .info, .org extensions, Network Solutions will contact the Seller who will need to complete a form to transfer these types of domains.

What if the domain name transfer is not successful?
Network Solutions monitors the domain name transfer process closely. However, domain name transfers can fail for a variety of reasons. If the domain name is not successfully transferred into the Buyer's Network Solutions account, then we will refund the Buyer the offer amount and the 5% transaction fee. The funds will be wire transferred back to the same bank and account number from which Network Solutions received the funds. Partners will receive a refund credit back to their Partner account for the full amount originally charged.
